Is the meniscus affected by atmospheric pressure?

I'm talking about water here. Also, if the answer is yes, does that mean that a certain m of water in a beaker (lets just say it doesnt go anywhere - no evaporation) will occupy less space on a day with high atmospheric pressure than on a day with low atmospheric pressure? (it doesnt matter how insignificant the difference may be - I just need to know if there is one)
